"PHARMACIA SAINT JOHN, located in the square "Priest Domingos Segurado", was built the building to be the residence of Mr. Dr. FELÍCIO FERNANDES NOGUEIRA which was pharmacist, physician and mayor of Town of John[Joanópolis]. The top was his home, the top doctor's office and under PHARMACIA SAINT JOHN. Completed construction in 1929 by Italian stonemasons THOMAZZI, its architectural style is ART DECO. Dr. FELÍCIO was born on November 4, 1900 and died on July 4, 1985 in Saint Barbara d'Oeste SP, it is buried in the municipal cemetery of Town of John[Joanópolis]."

BRASÍLIA - A decisão do presidente Jair Bolsonaro de conceder um reajuste de 33,24% para os professores da educação básica em ano eleitoral provocou reação de prefeitos, que alertam para uma “bomba” nos cofres municipais e o acusam de agir pensando na disputa presidencial. A Confederação Nacional dos Municípios (CNM) calcula um impacto de R$ 30,46 bilhões para as prefeituras. Os prefeitos avaliam entrar na Justiça para reverter a situação.

“Não tem um centavo do governo federal para pagamento do piso do magistério no Brasil. O dinheiro não é da União. É muito bom fazer favor com chapéu alheio”, afirmou o presidente da CNM, Paulo Ziulkoski, ao Estadão/Broadcast. “A disputa não é melhorar a educação no Brasil, a disputa é pagar salário atrás de voto."
O piso dos professores é estipulado de acordo com o custo por aluno, com base em uma lei de 2008. No início deste ano, houve uma discussão se a nova lei do Fundeb, aprovada em 2020, anulou o critério aprovado em 2008 ou se havia a necessidade de uma regulamentação. No dia último dia 14, o Ministério da Educação divulgou uma nota afirmando que o índice de reajuste reivindicado pelos professores não era mais condizente com o novo Fundeb.
A manifestação do MEC causou uma reação do magistério, que pressionou o governo federal a garantir o reajuste de 33%. A Comissão de Educação da Câmara divulgou uma nota técnica argumentando que a regra da lei de 2008 precisa ser aplicada.
O presidente da CNM avalia que Bolsonaro contrariou o entendimento jurídico da Advocacia-Geral da União (AGU) por interesse eleitoral. “Vale a manifestação do MEC, com o parecer que veio da AGU, ou o Twitter do presidente? Como é que vamos trabalhar com a verba?”, questionou Ziulkoski.
A Confederação Nacional dos Municípios vai recomendar aos prefeitos do País que não concedam o reajuste de 33,24%. O conselho político da CNM decidiu sugerir às prefeituras um reajuste menor, com base na inflação do ano passado, de pouco mais de 10%, afirmou o presidente da instituição.
No Senado, a decisão do presidente Jair Bolsonaro foi vista como uma pressão contra governadores e prefeitos, que pagam os professores da educação básica. Com isso, haverá uma resistência ainda maior à Proposta de Emenda à Constituição (PEC) dos combustíveis, negociada pelo governo para desonerar a cobrança de impostos sobre a gasolina e o diesel e pressionar os governadores a zerar a cobrança do ICMS, principal fonte de arrecadação dos Estados que também é dividida com as prefeituras.
No ano passado, os municípios tentaram aprovar um projeto de lei para alterar a regra de reajuste do piso, mas não conseguiram. A proposta adotava o INPC acumulado do ano anterior como índice de reajuste, diminuindo o aumento para 10,16%. O presidente da CNM acusa Bolsonaro de usar uma lei aprovada pelo governo do ex-presidente Luiz Inácio Lula da Silva para agora dizer que deu o maior reajuste aos professores na história. "É muito bonito ver o discurso que fez o maior aumento, mas esse aumento é dele ou do Lula? Os municípios não são obrigados a acatar o que eles colocaram lá. O MEC não tem esse poder de determinação."
