Typhoon Utor (Philippine name Labuyo) has continued to intensify as it approaches the Philippines, where it is likely to make landfall as a Category 3 storm on the Saffir-Simpson Hurricane Scale.
Signal #3 Warnings are currently in effect for Catanduanes, an island province off Luzon, and this area will be the first to receive a close pass from the typhoon.
Utor is likely to make landfall in Aurora province, though a jog in either direction could take the landfall location to Quezon or Isabela provinces. Regardless of its ultimate landfall location, Utor is likely to bring sustained winds in excess of 100mph to coastal regions along the eastern coast of Luzon, with higher gusts. Luzon is also likely to receive a large amount of rain which could lead to flooding and mudslides across the island.
Beyond the Philippines, Utor is expected to weaken and then reintensify in the South China Sea, before a potential landfall in China as a Category 2 typhoon, though the validation of this forecast rests fairly heavily on how the storm progresses through the Philippines.

ÓQUIO, 15 Ago (Reuters) - O primeiro-ministro do Japão, Shinzo Abe, enviou uma oferenda a um santuário pelos mortos de guerra nesta quinta-feira, aniversário da derrota do Japão na Segunda Guerra Mundial, enquanto membros do gabinete visitaram pessoalmente o local, provocando duras reclamações da China e da Coreia do Sul e colocando em risco a tentativa de melhorar os laços entre os países.
Abe tenta não inflamar a tensão com a China e a Coreia do Sul ao mesmo tempo em que sustenta uma ideologia conservadora, compartilhada por seus partidários. Mas pelo menos três ministros e dezenas de parlamentares prestaram suas homenagens ao Santuário Yasukuni, visto como um símbolo do Japão militarista do passado.
