The splendid building that is the pinwheel was built for 13 years, between 1911 and 1924, when St. Paul had only about 100,000 inhabitants, and represented a considerable effort of the City.

Was conceived as Palace of Industries, the name at that time also included agriculture and livestock, as the exhibition site as São Paulo have blunted as production center. The Billings Dam provide electricity that would move the famous São Paulo industry.
